The 15-day registration rule

Under Article 21 of the Migration Code, a foreigner staying in Azerbaijan for more than 15 days must be registered at the place of stay; for citizens of Kazakhstan the threshold is 30 days. The receiving party files it: the management of the hotel or guesthouse, or the owner of the apartment. The application and a copy of the passport go to the State Migration Service online, by e-mail, at a regional migration office or an ASAN service centre within 15 days of entry.

There is no state fee, visa-free guests are registered for 90 days, and the receiving party or the guest reports the departure. Missing the deadline leads to administrative liability. Every stay's dates sit on the Roomi PMS calendar and the passport data comes in through the guest page, so a three-week booking does not slip past the deadline unnoticed.

Race weekend and other spikes

In 2026 the Grand Prix ran on Saturday 26 September, a day earlier than usual because of Remembrance Day; in 2025 it was held a week earlier in September. In November 2024 the city hosted COP29, the UN climate conference, from the 11th to the 22nd.

Weeks like these are where separate prices and minimum stays by date range pay off. Set them once in Roomi PMS when the dates are confirmed.

Entry rules your guests will ask about

Visitors from Russia, Türkiye, Kazakhstan, Georgia, Uzbekistan, Kyrgyzstan, Belarus, Moldova, Tajikistan and Ukraine enter without a visa for up to 90 days (for Russia, 90 days per calendar year). Most others apply for an ASAN e-visa at evisa.gov.az: it is issued in 3 business days, or in 3 hours with the urgent option, and a single-entry e-visa allows up to 30 days.

Does Roomi PMS file the registration for long stays?+

No. If a guest stays more than 15 days, the owner or the management files it with the State Migration Service within 15 days of entry. Roomi PMS keeps the passport details ready.

Is rental income from short stays taxed at 10% in Azerbaijan?+

Not necessarily. The 10% withholding rate covers renting residential premises to individuals to live in and excludes hotel-type accommodation, so short lets may be treated differently. Check with a tax adviser.

Can I keep prices in manat?+

Yes. Each apartment has its own currency, and AZN is supported.
