Rental software for apartments in Istanbul
Istanbul welcomed 18,972,699 foreign visitors in 2025, and every tourist rental of up to 100 days needs a permit under Law No. 7464. Roomi PMS runs the day-to-day of permitted homes: one calendar, prices in lira and cleaning after each checkout.

Permit first: Law No. 7464
Since 1 January 2024, renting a home in Türkiye for up to 100 days counts as rental for tourism purposes and needs a permit from the Ministry of Culture and Tourism before any rental contract is signed. Applications go through e-Devlet. In a building with several units the application needs a unanimous decision of all unit owners, and the Ministry issues a plaque that hangs at the entrance.
Renting without a permit is fined TRY 100,000 per home, then TRY 500,000 if renting continues after a 15-day window, and TRY 1,000,000 after the next one. Those are the base amounts written into the law.
What a permitted host keeps in order
- The permit itself, issued before the first contract.
- The plaque at the entrance of the home.
- Reporting of guests' identities: under Law No. 1774 on identity notification, the permit holder is the person responsible.
- The accommodation tax question: the rate is 1% until 31 December 2026 (normally 2%), but whether it applies to permitted homes is before the courts, see below.

The tax question is in court
In January 2025 the Revenue Administration (circular No. 7877) told tax offices to treat permit holders as commercial taxpayers, with income tax, VAT and accommodation tax. The Council of State (Danıştay) suspended that circular, and on 29 June 2026 its tax chambers rejected the Finance Ministry's objection. The final ruling is still pending, so ask a Turkish tax adviser how to treat your income in the meantime.

Istanbul hosts ask
Does Roomi PMS get the tourism rental permit for me?+
No. The permit is issued by the Ministry of Culture and Tourism through e-Devlet and stays your responsibility. Roomi PMS runs the daily work of the homes you are allowed to rent.
Does Roomi PMS report guest identities?+
No. Under Law No. 1774 that duty sits with the permit holder. Roomi PMS keeps each guest's details with their stay.
Does Roomi PMS work in Turkish?+
Not yet. Roomi PMS works in English, Russian and six more languages. If Turkish matters to your team, tell us on Telegram.
Can I keep prices in lira?+
Yes. Each apartment has its own currency, and TRY is supported.
Checked on 5 October 2026 against mevzuat.gov.tr, the Official Gazette and the Istanbul tourism directorate. The tax treatment of permitted homes may change once the Council of State rules.
