Read this first: flats in apartment buildings
Kyrgyz law does not allow flats in apartment buildings to be used as hotels. The Housing Code bans it (Article 4), and the Code on Offences (Article 112) fines it at 55 calculation units for individuals and 170 for legal entities. Bills to legalise daily rentals have been discussed, but as of our check none had been adopted.
The ban concerns flats in apartment buildings. Before you list a property, ask a lawyer how yours is classified; Roomi PMS works the same way for a cottage, a guesthouse room or a flat.
Registering foreign guests: the procedure from September 2026
A new procedure approved in September 2026, as reported by Economist.kg citing the Kyzmat state service:
- Registration is done after entry, no later than the last day the guest may stay without it.
- Either the guest or the host applies, online or in person, through the Kyzmat service.
- The address is where the guest actually lives: a flat, a house, a hotel, a hostel or a guesthouse.
- A host who is not the owner needs the owner's notarised consent or a power of attorney.
- There must be at least 12 square metres of living space per person.
- For citizens of 23 countries, among them Germany, France, the UK, the USA, Japan and South Korea, the stay allowed without registration was cut from 60 to 30 days.
Visa-free stays since 31 December 2025
Cabinet Resolution No. 855 changed how long visitors may stay without a visa. Some of the terms:
- About 55 countries, including the EU states, the USA, the UK and Japan
- 30 days in each 60-day period (previously 60 in 120)
- Russia, Kazakhstan, Belarus, Armenia
- 90 days in 180
- Uzbekistan
- 60 days in 120
- Türkiye, Serbia, Ukraine, Mongolia
- 90 days in 180
- Saudi Arabia, UAE, Qatar, Kuwait, Oman, Bahrain
- 180 days in 360
Summer belongs to Issyk-Kul
The Issyk-Kul region received 2,334,300 tourists in June-August 2025 and about 2.6 million over the year, roughly half of everyone who holidayed in Kyrgyzstan.
The 6th World Nomad Games opened at Bishkek Arena on 31 August 2026, with competitions held in the Issyk-Kul region until 6 September.
Foreign citizens made 10.509 million arrivals in 2025 (+18.7%), led by Uzbekistan (6.568 million), Kazakhstan (2.628 million), Russia (558 thousand) and China (282 thousand). These are border crossings, not overnight stays, but they show where demand comes from.

Keep every unit in KGS and set a separate summer rate and minimum stay for June to August.

Who registers a foreign guest in Kyrgyzstan?+

Can I rent out a flat in a Bishkek apartment building by the day?+
Kyrgyz law treats using such a flat as a hotel as an offence, and as of our check daily rentals had not been legalised. Talk to a lawyer before listing.
