Registering foreign guests under the 2025 law
Uzbekistan's Law No. ZRU-1074 of 10 July 2025, in force since 12 October 2025, requires foreign visitors to be registered at their place of stay no later than 3 working days after entering the country.
Hotels, guest houses, motels and similar accommodation facilities register guests through the E-mehmon system. Private individuals who receive a foreigner register them with the migration units of the internal affairs bodies, bringing the owner's consent, the owner's passport and the guest's travel document; the application is handled within one working day. The emehmon.uz portal also offers online registration for guests staying at an individual's home for up to 30 days.

Tourist fee per foreign guest per night, 2026
Cabinet of Ministers Resolution No. 475, as amended on 30 January 2026, sets the fee as a share of the base calculation amount (BCA), which is UZS 440,000 from 1 September 2026. Tashkent city is inside the zone where it is collected.

Who is coming, and what they stay in
Uzbekistan recorded 11.7 million tourist trips by foreign citizens in 2025, 46.8% more than in 2024. Kyrgyzstan (3.3 million), Tajikistan (2.7 million), Kazakhstan (2.7 million) and Russia (984 thousand) sent the most.
Two visa changes widened the market: Chinese citizens may stay up to 30 days without a visa since 1 June 2025, and all US citizens since 1 January 2026.
Apartments compete with a large hotel stock: in 2024 Tashkent city had 844 hotels and similar facilities with 14,211 rooms, plus 151 smaller individual facilities with 1,939 rooms. When the same flat is listed on several sites, a booking on one closes the dates on the others, so it is not sold twice.
Planning the Tashkent year
We have not found an official month-by-month breakdown of visitors to Tashkent, so the best guide to your own seasons is last year's bookings. Look at them month by month, mark the weeks that sold out and the ones that stayed empty, and turn that into date ranges with their own nightly price and minimum stay in Roomi PMS.
A few dates do change the calendar for everyone. Since 12 October 2025 every foreign guest has to be registered within 3 working days of entry. Since 1 June 2025 Chinese citizens may stay up to 30 days without a visa, and since 1 January 2026 so may all US citizens. And the tourist fee for each month's foreign guests is due by the 5th of the following month, so the start of each month is when you add up last month's stays.

How much is the tourist fee for an apartment in Tashkent?+
For an apartment or house with up to 5 rooms it is 5% of the base calculation amount per foreign guest per night: UZS 22,000 at the BCA of UZS 440,000 that applies from 1 September 2026.
What tax applies to rental income in Uzbekistan?+
Resident individuals pay 12% personal income tax on rent, on the contract price, and the rent may not be below the minimum rate per square metre. Ask a local accountant about your own case.
