A host who gives a foreign guest a place to stay in Uzbekistan must register that guest at the place of stay no later than three working days after the guest enters the country. For stays of up to 30 days a private owner can do it online in E-mehmon, at reg.emehmon.uz; the registration counts as completed once the tourist fee is paid. This is a summary of public sources as of October 2026, not legal advice; rules change, so check the current acts on lex.uz or ask the migration department.

Who must do it

Under Law No. ZRU-1074 on registration at the place of residence and place of stay, the owner of a dwelling, or a person entitled to dispose of it, who provides living space to other people must register them on time.

The Cabinet of Ministers regulation on temporary registration names who files for a foreigner: individuals who invited or received the guest and gave them housing, owners of private housing, and the administrations of dormitories, accommodation facilities, hospitals and clinics.

The regulation exempts some visitors, among them children under 16 and those who arrive for up to three working days and leave within them. Still, the E-mehmon service warns private hosts that a registration-free period does not fully release the owner from registering a guest who lives with them.

Deadline

The law says no later than three working days from the day of entry, unless an international treaty or other legislation sets a different term. The regulation counts the term from 00:01 on the day after the guest crossed the border.

For citizens of some countries the first registration may come later: the E-mehmon service lists up to 10 days for Tajikistan, up to 15 days for Azerbaijan and Russia, and up to 30 days for Belarus, Kazakhstan and the United Arab Emirates. If the guest moves to you from a hotel, the next registration is, as a rule, due within 24 hours of the hotel check-out.

What you need before you start

  • Access. Individuals sign in to reg.emehmon.uz through OneID; legal entities use a login and password on emehmon.uz tied to a contract with E-mehmon.
  • The address and the owner: full name, date of birth, phone number and the cadastral number of the property.
  • The guest: full name, date of birth, purpose of visit, visa details, passport or travel document details, and the date of entry into Uzbekistan.
  • Enough floor area: at least 16 square metres of total area per person (23 for wheelchair users). The service checks the cadastral area against the guests already registered and refuses if space is short.

Step by step

  • Check how much time the guest has: the calculator on reg.emehmon.uz shows the term by citizenship and entry date.
  • Sign in through OneID and start a registration.
  • Enter the guest's details: name, surname, citizenship, passport and visa information.
  • Choose the cadastre record of the apartment or house where the guest actually lives.
  • Check the entry date and the period: the service shows the maximum, up to 30 days counted from the day after the border crossing.
  • Submit the application and pay the tourist fee. After payment the registration is considered completed.
  • Download the registration slip from your personal account and give it to the guest.

The online service covers only the first 30 days after entry. For a longer stay the host applies to the local migration and citizenship department within three working days, with the guest's passport, the cadastral documents and the owner's written consent. Go to the same office if a deadline has already been missed or the system refuses the registration.

Cost

For registration of up to 30 days the host pays the tourist (hotel) fee through E-mehmon; beyond 30 days a state duty is charged instead. Cabinet of Ministers Resolution No. 475, as amended on 30 January 2026, sets the fee as a share of the base calculation amount (BCA) per foreign guest for each day of stay. An incomplete day counts as a full one, and children under 16 are not charged.

Individual accommodation with up to five rooms, a category that includes apartments, private houses and hostels, pays 5% of the BCA. Private houses and apartments provided for non-commercial purposes pay 2%. The calculator on reg.emehmon.uz uses a BCA of UZS 440,000, fixed from 1 September 2026: UZS 22,000 a day at 5% and UZS 8,800 a day at 2%, plus a bank commission of 2% of the fee.

Penalties

The Code on Administrative Liability, as amended by Law No. ZRU-1074 with effect from 12 October 2025, fines both sides. Under Article 225 a foreigner who breaks the rules of stay, including registration at the place of stay, is fined 5 BCA for a breach of up to ten days, 15 BCA for up to thirty days and 25 BCA beyond that. A foreigner who does not pay the fine is expelled with a one-year entry ban.

For the host, the same article sets 15 BCA for a person who invited foreigners on private matters and did not ensure their registration, or who provided living space knowing it would lead to a breach of the rules of stay. Article 223 adds 5 BCA for letting people live in your premises without registration, and 10 BCA for a repeat within a year.

What the guest gets

A person registered at the place of stay is issued a registration certificate in electronic or paper form, or both. The regulation describes a registration slip protected by a QR code; in the online service it can be downloaded from the personal account after payment.

The service advises the guest to carry a printed slip when leaving the country: it lists the places where the guest was registered and makes a check at the border or on the road simpler.

Common mistakes

  • Counting from check-in. The clock starts with the border crossing, not with the day the guest reached your apartment.
  • Pushing a registration through after a term was missed: the service says the guest should go to the migration department instead.
  • Choosing the wrong object type: commercial and non-commercial housing pay different fee rates.
  • Treating the application as finished before the fee is paid, or not handing the slip to the guest.

How to make it routine

  • Ask for passport and visa details and the date of entry before the guest arrives.
  • Register on the day of check-in instead of waiting for the third working day.
  • Keep the slip with the booking record and send a copy to the guest.

Roomi's guest page asks the guest for passport details before check-in, so you already have them when it is time to file. The registration itself remains the host's job.
