No general registration duty for short-stay guests: Georgia's Law on the Legal Status of Aliens and Stateless Persons, in the version consolidated on 25 June 2026, contains no provision requiring a foreign visitor to register a place of stay, and none requiring a host in Tbilisi, Batumi or anywhere else in Georgia (country) to notify an authority about a foreign guest. The address duties in that law apply to holders of residence permits. What does apply to your guests is the mandatory health and accident insurance for foreign tourists since 1 January 2026, and what applies to you is a choice of tax regime for rental income. This is a summary of the laws on matsne.gov.ge as of November 2026, not legal advice; if you let property as a company or a hotel, check your obligations with a lawyer.

What the Law on the Legal Status of Aliens says

The law, No. 2045-IIs of 5 March 2014, governs entry, stay, residence permits and expulsion of foreigners. We read the whole consolidated text: it has no article on registering visitors at a place of stay and no article placing a duty on a landlord, host or hotel to report a foreign guest.

The duties it does set are for residence permit holders. Article 20 requires a foreigner to obtain a residence card within one month after obtaining a Georgian residence permit. Article 20-1 requires anyone who applies for or holds a residence permit to notify the agency immediately of any change of mobile number or of the address of their actual place of residence.

Article 63-1 allows a register of aliens to be set up, with the procedure determined by an ordinance of the Government. The law itself puts no duty on hosts in connection with it.

The Law of Georgia on Tourism, in the version of 28 May 2026, likewise has no duty for a host to keep a guest register or pass guest data to an authority.

What guests need: insurance and visa-free stay

Since 1 January 2026 foreign tourists in Georgia must hold health and accident insurance under Article 12 of the Law on Tourism. Government Resolution No. 602 sets a sum insured of at least GEL 30,000 and cover for the whole stay in Georgia, up to one year. A line about it in your pre-arrival message helps guests arrive prepared.

Citizens of the countries on the Government's list, including the EU states, the UK, the US, Russia, Türkiye and Israel, may stay a full year without a visa. Since 28 May 2024 Chinese citizens may also come visa-free, for up to 30 days per trip.

What hosts need: a tax route

  • Renting out residential space for residential purposes: 5% of the income, when the owner claims no deductions (Article 81 of the Tax Code).
  • A fixed tax for short-term letting of your own living space, available until 1 January 2028: GEL 10 per square metre of each room per calendar month, for hosts whose income from it stays within GEL 100,000 in any 12 months. You apply to the tax authority, and payments are quarterly.
  • Small business status for an individual entrepreneur: 1% of turnover; once income for the year passes GEL 500,000, 3% on all income from that month to the end of the year.

Which one fits depends on how and to whom you rent; the Tax Code version consolidated on 25 June 2026 also lets the Government adjust the fixed-tax rate by location and season. Ask an accountant or the Revenue Service.

Step by step for a host in Tbilisi or Batumi

  1. Before arrival, remind every foreign guest that health and accident insurance is mandatory for tourists in Georgia, with at least GEL 30,000 of cover for the whole stay.
  2. Collect passport details for your own records and the booking; no Georgian law we found requires you to pass them to an authority for a short stay.
  3. For a long-term tenant who holds a residence permit, mention that they must notify the agency of their new address immediately.
  4. Choose your tax route with an accountant: 5% of rental income, the fixed tax per square metre, or small business status.
  5. Keep income per apartment or room in lari for the whole year, since every tax route starts from that figure.
