For an ordinary short-stay guest in a private flat in Yerevan we found no duty for the host to register the guest or to notify the police. In the Law on Foreigners, registration with the police is described for foreigners who hold temporary, permanent or special residence status, and registration at the place of residence goes through the Migration and Citizenship Service for people with a document confirming legal residence, with the owner's consent and a state duty of AMD 1,000. Visa-free visitors may stay up to 180 days a year. The new duties of 2026 come from tourism law instead: providers of hotel services notify the state and keep a register of guest data. This is a summary of official sources as of November 2026, not legal advice; check your case with a lawyer, the Tourism Committee or the State Revenue Committee.
Registration is tied to residence status
Armenia's Law on Foreigners, HO-47-N, in force since 3 February 2007, sets out the statuses of foreigners. In its English translation, which includes amendments up to December 2011, Article 17 says foreigners holding temporary or permanent residence status are registered by the police as prescribed by the Government, and Article 18 says the same for special residence status. We found no article requiring a short-stay visitor to register or a host to report one. The current Armenian text is on arlis.am.
Citizens of many countries may enter without a visa, and the Ministry of Foreign Affairs says visa-free visitors may stay up to 180 days within a year.
Registration at the place of residence: who, how and how much
The Migration and Citizenship Service registers a person's place of residence in the State Population Register. For a foreigner the application needs a document confirming the legal right of residence in Armenia, which is why it concerns residence permit holders rather than tourists.
When the registration is based on ownership, the owner gives consent in person or in notarised form, and if there are several owners, all of them must consent; the state duty is AMD 1,000. The police verify the residence within five working days of the application, and the registration is completed within three working days of their confirmation.
So for a long-term tenant with a residence permit, expect a request for your consent as the owner. For a weekend guest, nothing of this applies.
The 2026 change: hotel services and the guest register
The Law on Tourism, adopted on 22 December 2023 and in force since 1 September 2024, makes providers of hotel services subject to notification. In practice notification opens in phases from the second half of October 2026 at notify.tourism.gov.am, for accommodation providers, tour operators, travel agents and guides, and operating without it will be illegal.
The same law requires hotel-service providers to keep a register of guest data (Article 22, in effect since 30 June 2025). Under the law those providers are legal entities or individual entrepreneurs, so whether renting out a private flat by the day counts as hotel services or as ordinary rent is a question for a lawyer or the State Revenue Committee.
Tax on rental income
Individuals renting out property pay 10% on rent, plus another 10% on the part above AMD 60 million a year, according to State Revenue Committee guidance. If the lease is not state-registered, a statement goes to the tax authority within 5 days of renting out and within 5 days after the income stops.
Step by step for a host in Yerevan
- Decide with a lawyer or the State Revenue Committee whether your letting is rent or hotel services; that decides whether the tourism notification and the guest register apply to you.
- If it is hotel services, file the notification at notify.tourism.gov.am when your category opens, and keep the guest data register.
- Collect passport details from every guest before arrival and keep them with the booking.
- For a long-term tenant with a residence permit, be ready to give owner's consent for registration at the place of residence, in person or notarised.
- Submit the tax statement within 5 days if the lease is not state-registered, and track rental income against the AMD 60 million line.
