If you let a flat in Belarus to a foreigner for one day or more, you have to inform the internal affairs body where the flat is located no later than three hours after you actually hand it over. That duty is in Article 43-1 of Law No. 105-Z on the legal status of foreign citizens and stateless persons, and it applies to individuals as well as companies. Separately, the foreigner has to register at the place of stay within ten days of arrival (Article 41), unless the stay ends within those ten days or the guest is in an accommodation facility under a services contract or in an agro-eco homestead (Article 45). The notice is free and can be sent online. This is a summary of the law as amended on 2 February 2026, checked on 1 November 2026, not legal advice; check the current rules with the citizenship and migration department.
Who has to inform the police, and when
Article 43-1 puts the duty on legal entities and individuals who provide housing to foreigners staying temporarily in Belarus, for one day or more. It lists the arrangements it covers: a lease of residential premises, rooms in agro-eco homesteads under agro-ecotourism contracts, garden houses and dachas under lease contracts, multifunctional premises (business apartments) under lease contracts, and accommodation facilities under contracts for accommodation services.
The deadline is no later than three hours after the premises are actually provided for living. The information goes to the internal affairs body where the flat or house is located.
The law's exceptions to this notice are narrow: official delegations and people invited by state bodies, holders of United Nations and Interpol passports, diplomatic and consular staff, staff of international organisations with privileges and immunities, transport crews and foreign military personnel on joint exercises. An ordinary tourist who stays for a weekend is not among them, so the three-hour notice is needed even when the guest does not have to register.
When the guest has to register within 10 days
Under Article 41 foreigners who arrive in Belarus have to register with the registration authority at the place of their actual temporary stay within ten days, unless the law, other legislative acts or international treaties say otherwise. Registration is made on the foreigner's application or on a petition of the receiving organisation.
Article 45 lists who is not subject to registration. For a host, three lines matter: foreigners who come for no more than ten days and leave within them; foreigners who are provided accommodation services in accommodation facilities under a services contract; and foreigners staying in rooms of agro-eco homesteads under agro-ecotourism contracts.
The law defines accommodation facilities as premises used by legal entities and individual entrepreneurs to provide accommodation services, on a list set by the Council of Ministers. Whether your flat counts depends on how you let it, so ask the citizenship and migration department if you are not sure.
When the guest moves to a new place of stay, registration there is due within three working days of arrival (Article 41). International treaties can set other terms: when the 10-day rule took effect in July 2020, pravo.by noted longer periods for citizens of Russia and some neighbouring countries under intergovernmental agreements.
How to send the information
Article 43-1 says the information is provided free of charge through the information resources of the Ministry of Internal Affairs, the single portal of electronic services, or by delivery in person. A pravo.by report of February 2025 adds the E-Pasluga app as a way to file, and says that if the flat is handed over at night, when the citizenship and migration unit is closed, the information can be passed to the duty unit of the internal affairs body.
For the guest's own registration, the Ministry of Internal Affairs said in December 2023 that a foreigner can apply through the single portal of electronic services or in person at the citizenship and migration unit.
Step by step for a host
- Before arrival, ask the guest for passport details and the planned dates, so the notice takes minutes after check-in.
- Hand over the flat and note the time: the three hours start from the moment the premises are actually provided.
- Send the information about the guest to the internal affairs body where the flat is, through the single portal of electronic services, the E-Pasluga app, the Ministry's information resources or in person. At night, use the duty unit.
- Check the length of the stay. If it is longer than ten days and the flat is not an accommodation facility, the guest has to register within ten days of arrival, on their own application.
- If the guest moves to another of your flats, send a new notice for the new flat within three hours of handing it over; registration at a new place of stay is due within three working days.
- Keep the confirmation with the booking: guest, flat, dates and the time you sent the notice.
Penalties
According to the pravo.by report of February 2025, failing to inform the internal affairs bodies on time carries administrative liability with a fine of up to 20 base units. The report does not name the article of the Code of Administrative Offences, so check the current amount with the citizenship and migration department.
Where Roomi PMS fits
Roomi PMS does not send anything to the internal affairs bodies. What it does is ask the guest for passport details on the guest page before arrival and keep them with the booking, so when you hand over the keys the data for the three-hour notice is already in front of you, together with the dates and the flat.
