In several countries of Central Asia and the Caucasus the host, not the guest, is responsible for telling the authorities that a foreigner is staying. In Uzbekistan a foreign guest must be registered within 3 working days of entering the country, through E-mehmon for accommodation facilities or online for private hosts. In Kazakhstan the receiving person notifies the internal affairs authorities within three business days, usually through the eQonaq app. In Azerbaijan registration is needed for stays longer than 15 days. In Türkiye the obligation comes before the first guest: renting a home to tourists needs a permit. The rules below are a summary of public sources as of September 2026. The four countries side by side

Uzbekistan: E-mehmon within 3 working days
Since 12 October 2025 foreign guests have to be registered no later than 3 working days after entering the country. In a hotel the hotel does it; in a private apartment the receiving side, which means you as the host, registers the guest online in the E-mehmon system and pays the tourist tax with a card.

Kazakhstan: notification within 3 business days
Hosts who receive foreign guests must notify the internal affairs authorities within three business days of the guest's arrival. Hotels usually do this automatically; private hosts use the eQonaq app, which scans the passport, or the visa and migration portal.

Azerbaijan: registration for stays longer than 15 days
A foreigner staying in Azerbaijan for more than 15 days has to be registered at the place of stay; for citizens of Kazakhstan the period is 30 days. The owner of the apartment, or the management of a hotel or guesthouse, submits the application with a copy of the passport to the State Migration Service within 15 days of the guest's entry. There is no state fee.
For short stays, then, the question usually does not arise. It does arise for guests who book a month or more, so check the length of every long booking against the 15-day line when it comes in.
Türkiye: a permit before you rent
Since 1 January 2024, renting a home to tourists for up to 100 days at a time requires a permit from the Ministry of Culture and Tourism under Law No. 7464. The application goes through e-Devlet and needs, among other documents, the unanimous consent of the other owners in the building. Permitted homes display a plaque.
Unlike the other three countries, Türkiye's rule is not about each guest but about the home itself, so it has to be settled before the listing goes live.
Georgia and Armenia
We are not aware of a general duty for short-stay hosts in Georgia or Armenia to register each foreign guest with the migration authorities. Taxes are a separate question: in Georgia, for example, income from renting out residential property can be taxed at a flat rate when the owner is registered for it. How to make registration a routine
- Before the stay, ask the guest for passport details and the date of entry into the country. In Uzbekistan and Kazakhstan the clock starts with entry or arrival, not with your check-in time.
- On the day of check-in, compare the booking with the rule of your country: guest's citizenship, length of stay, whether the stay crosses the 15-day line in Azerbaijan.
- File the registration or notification the same day instead of using up the 3 working days.
- Keep the confirmation with the booking: guest, dates, apartment and the registration slip or notification result.
- When the dates change, the guest moves to another of your apartments or comes back after a trip abroad, check whether a new registration is needed.
