In several countries of Central Asia and the Caucasus the host, not the guest, is responsible for telling the authorities that a foreigner is staying. The rules below are a summary of public sources as of September 2026. This is not legal advice and rules change, so check the current requirements with your local authority or a lawyer.
Uzbekistan: eMehmon within 3 days
Foreign guests have to be registered within 3 days of arrival. In a hotel the hotel does it; in a private apartment the receiving side, which means you as the host, registers the guest online in the eMehmon system and pays the tourist tax with a card.
Guests are advised to keep their registration slips for every place they stayed, because border officers may ask to see a continuous record when they leave the country.
Kazakhstan: notification within 3 business days
Hosts who receive foreign guests must notify the internal affairs authorities within three business days of the guest's arrival. Hotels usually do this automatically; private hosts use the eQonaq app, which scans the passport, or the visa and migration portal.
Azerbaijan: registration for stays longer than 15 days
A foreigner staying in Azerbaijan for more than 15 days has to be registered at the place of stay; for citizens of Kazakhstan the period is 30 days. The owner of the apartment, or the management of a hotel or guesthouse, submits the application with a copy of the passport within 3 days of the guest's arrival. There is no state fee.
Türkiye: a permit before you rent
Since 1 January 2024, renting a home to tourists for up to 100 days at a time requires a permit from the Ministry of Culture and Tourism under Law No. 7464. The application goes through e-Devlet and needs, among other documents, the unanimous consent of the other owners in the building. Permitted homes display a plaque.
Georgia and Armenia
We are not aware of a general duty for short-stay hosts in Georgia or Armenia to register each foreign guest with the migration authorities. Taxes are a separate question: in Georgia, for example, income from renting out residential property can be taxed at a flat rate when the owner is registered for it. Ask an accountant which regime applies to you.
Keeping it manageable
- Collect passport details before arrival, not at the door at midnight.
- Keep a record per stay: guest, dates, apartment and the registration confirmation.
- Put the deadline in your routine: 3 days in Uzbekistan and Azerbaijan, 3 business days in Kazakhstan.
